The 2023 calls of the Connecting Europe Facility for Transport have opened today, making 7 billion euros available for projects targeting new and improved transport infrastructure in Europe. 

The calls are funded under the Connecting Europe Facility (CEF), a key funding instrument of the European Union to promote growth, jobs and competitiveness through infrastructure investment at the EU level, focusing on energy, transport and digitalisation. 

Specifically, the 2023 calls of CEF Transport will contribute to increasing the sustainability of the Trans-European Transport Network (TEN-T), a key instrument for the development of coherent, efficient, multimodal, and high-quality transport infrastructure across the EU. 

Therefore, they will support the European Commission’s vision of a future sustainable transport system, with smart and resilient solutions implemented to interconnect Europe and meet the European Green Deal objective of reducing transport emissions by 90% by 2050. These solutions should include: 

  • An affordable, reliable and performing rail network 
  • An enhanced inland waterways navigation and infrastructure in maritime ports 
  • A balanced interconnection between transport modes and increased automation 
  • Interoperability for greater efficiency and safety of the transport network 

Which transport infrastructure projects are eligible? 

The calls cover the Core and Comprehensive Networks of the Trans-European Transport Network (TEN-T), focusing on the priorities listed below. 

Railways 

  • Railway projects on the Core and Comprehensive Networks 
  • European Rail Traffic Management Systems 
  • Actions related to the Technical Specifications for Interoperability and Removing Interoperability Barriers 

Maritime and inland waterways 

  • Maritime Ports projects on the Core and Comprehensive Networks 
  • European Maritime Single Window environment 
  • Vessel Traffic Monitoring and Information Systems 
  • Motorways of the Sea 
  • Inland waterways and inland ports projects on the Core and Comprehensive Networks 
  • River Information Services 

Roads, railroad terminals and multimodal logistic platforms 

  • Roads, railroad terminals and multimodal logistics platforms projects on the Core and Comprehensive Networks 
  • Intelligent Transport Services for road 
  • Safe and secure parking infrastructure 
  • Road safety 

Single European Sky Air Traffic Management 

  • Single European Sky Air Traffic Management 

Transport data processing 

  • Actions to support the creation, collection and management of transport, traffic and travel data for all modes 
  • Actions supporting new technologies and innovation 
  • IT platforms in accordance with the regulation of the Electronic Freight Transport Information 

Sustainable and safe mobility 

  • Multimodal passenger hubs 
  • Actions to improve the transport infrastructure resilience 
  • Actions adapting the transport infrastructure for Union external border checks purposes 

When and how to submit my proposal? 

Funded under the Connecting Europe Facility 2021 programme from the European Climate, Infrastructure and Environment Executive Agency, the 2023 Transport calls will remain open until January 30th 2024. Submissions will be managed by each Member State.
