These calls contribute to strengthening sustainable growth and competitiveness in Flanders, as well as the transition to a low-carbon, circular and energy-efficient economy, and the realisation of the European Green Deal.

The Flemish EFRO programme 2021 – 2027 aims to strengthen Flanders’ sustainable growth and competitiveness, while accelerating the transition to a low-carbon, circular and energy-efficient economy. It thus contributes to a strong reduction of Flemish CO2 emissions, as well as the realisation of the European Green Deal.
Call 1 focuses on strengthening research and innovation capacity in Flanders. This call focuses on investment projects that contribute to the development of advanced technologies and practical applications. The aim is to promote cooperation between knowledge centres, cluster organisations and companies. Investments should focus on state-of-the-art infrastructure, high-level research and development, and remedying societal needs. There should also be a focus on sustainability and sectors with potential for Flemish companies.
Call 2 focuses on strengthening skills in smart specialisation, industrial transition and entrepreneurship. This call seeks projects that contribute to strengthening skills through training and demonstration. The focus is mainly on investment projects. Specific investments envisaged include demonstration and experience spaces where technological innovations are demonstrated, mobile demonstrators to demonstrate innovative applications to companies, training and digital education infrastructure for (high) technology profiles, and developing and implementing (high) technology applications with societal added value.
Call 3 focuses on projects aimed at accelerating the use of renewable energy in Flanders. The focus is mainly on innovative pilot and demonstration projects, with an emphasis on investment projects. Successful pilots should then ensure dissemination of the project results. These projects should be complementary to existing support frameworks, such as the Ecology Premium and the Call green heat, residual heat and energy-efficient district heating.
Call 4 focuses on projects aimed at promoting sustainable multimodal urban mobility in Flanders. The focus is mainly on investment projects. Flanking operating activities are allowed but must be limited, both in terms of content and finance. These projects should be complementary to existing support frameworks, such as the Bicycle Fund, the Flemish Kaaien programme and Hoppinpunten. Promoting sustainable multimodal urban mobility is a major challenge, with the car still the dominant mode of transport and a lack of connection between different modes. There is still great potential to reduce congestion and CO2 emissions through the use of multimodality, especially through waterways for freight transport.
