Energy premiums by network operators Fluvius & Elia

Fluvias and Elia offer an energy saving and renewable energy grant, which varies in function of the types.  

Elia’s customers in the Flemish Region, connected to the local transmission system with a voltage level of up to 70 kV, can apply for an investment subsidy when implementing measures aimed at primary energy savings. An energy study must be carried out beforehand. 

What is the aim of the grant? 

Companies can receive a number of premiums from Fluvius when they invest in energy-saving (insulation, high-performance glazing, relighting) and renewable energy (solar boiler, heat pump, heat pump boiler) in existing non-residential buildings. In addition, there are also premiums for specific projects following the implementation of an energy study. These premiums are provided by the electricity grid operator Fluvius in consultation with the Flemish government (Vlaams Energie- en Klimaatagentschap – VEKA).  

Elia’s customers in the Flemish Region can apply for an investment subsidy when implementing measures aimed at primary energy savings.  

• If connected to the local transmission system with a voltage level of up to 70 kV  
• An energy study must be carried out beforehand.  

Who is eligible to apply? 

The Fluvius grants are aimed at professional consumers for energy-saving and renewable energy investments in existing non-residential buildings.   

• SMEs and large companies   
• Organizations (including non-profit organizations).   
• Aimed at energy consumers connected to the local transmission grid.  

How much funding is there? 

The size of the premium of Fluvius varies according to the type and can be checked on the website of this grid operator.  

For the premium after energy study of Fluvius, the amount of support is € 0.035 per primary kWh saved on an annual basis with a maximum support amount of € 25,000 per energy theme. 

Which projects are eligible?  

Next actions in 2021 and 2022 are aimed at companies (premiums for non-residential buildings):  

• premium for roof or attic insulation (+asbestos removal  
• premium for external wall insulation (+asbestos removal)  
• premium for floor or cellar insulation  
• premium for high-efficiency glazing  
• premium for relighting  
• Premium for heat pump  
• Premium for solar water heater  
• premium for heat pump boiler  
• premium for electric heat control because of changeover from analogue to digital electricity meter  
• premium for retroactive investments (solar panels, heat pump, other renewable energy) because of a switch from analogue to digital electricity meter  

What costs are eligible?  

Investments in energy saving and renewable energy. The premium applies only to:   

• ‘State of the art’ or best available techniques and therefore not to self-evident techniques (technologies that have become standard).   
• In the case of new installations or extensions, only the additional costs and the additional savings compared to the standard investment are charged.   

How do I apply for funding and what are the deadlines? 

In case of a final invoice after 1 July 2020 and before 1 January 2021, and not yet submitted the premium application within the predetermined period of 1 year?   

• Deadline until 1 July 2022 to submit the application 

The (online) application form for this premium can be found and filled on the website of the distribution system operator FLUVIUS. 

• Via the MS Excel file of the premium application, you can calculate the IRR after taxes and the payback period of the planned investment.   
• The payback period must be at least 2 years 
• This file must be included with the application 
• After approval of the application the investment can be started
